Capability Discovery Tool

Welcome to the Capability Discovery Tool

The Capability Discovery Tool will help you to reflect on your capabilities and development needs (or those of your staff). It is a useful resource for both current NSW public sector employees and for anyone interested in applying for roles in the sector.

You can choose to complete the exercise as a self-assessment or you can assess a member of your staff or a colleague. You can also nominate other people, such as your manager, peers or colleagues, to complete the assessment on your behalf and provide you with feedback on your capabilities.

The Capability Discovery Tool is subjective and the results will reflect individual opinions of a person’s capability. Results are not an objective measure of capability.

Using the tool – For self-assessment

You may choose to assess your level of capability for as many or as few capabilities as you wish. If you have a role description that lists the required focus capabilities and capability levels for the role, it is recommended that you assess yourself against these. The role description could be for your current role or another role of interest to you. If your role description does not list the required capabilities and levels, speak with your manager or simply choose some capability levels to try.

For each capability, you should consider the behavioral indicators (or capability statements) in the Capability Discovery Tool and select a rating for each one.

Once you complete an assessment, a report will be generated containing development tips drawn from your responses.

For your privacy, responses are not saved by the system or used for research – so it is important that you save or print your results.

Request Feedback

To use the Capability Discovery Tool to request feedback on your capabilities from managers or colleagues, simply enter their details as instructed in the tool. Please enter one person’s details at a time. You may invite as many people to assess you as you wish by using the ‘Invite another’ button.

Using the tool – to assess someone else

If you are assessing another person at their invitation, check your email inbox for a message from the address donotreply@psc.nsw.gov.au which will contain the list of capability levels they selected. If you have not received a message, contact the person to agree on the capability levels to be assessed.

Upon completing the assessment, you will receive a printable report showing development tips for your assessment of the other person’s level of each selected capability. Please arrange a meeting with the person you assessed to provide feedback on their capability development needs.
Guidance for assessors providing feedback is available here.

The NSW Public Sector Capability Framework

Capability FrameworkThe Capability Discovery Tool provides the opportunity for an individual assessment against a profile of capabilities selected by the user. The NSW Public Sector Capability Framework describes the capabilities and associated behaviours expected of all NSW public sector employees. The Tool allows you to select a set of capabilities from the Framework and assess yourself against those.

The Framework is the foundation for a full range of workforce management and development activities: role design and description; recruitment; performance management; learning and development and strategic workforce planning.

The Capability Discovery Tool does not currently allow you to assess yourself or another person against the Occupation Specific Capabilities.
