However, changing a culture is not easy and takes time.
The NSW Government has actively sought to reinforce its
core values of integrity, trust, service and accountability
throughout the public sector. These are key elements in the
Government's Ethical Framework and have been captured
in law in the GSE Act. Promoting these core values has also
been central to the PSC's strategic direction since the body
was established in 2011. In this chapter, we discuss the state's
progress in fostering these values and desirable behaviours.
