Reforming the public sector to deliver improved services to the NSW community
Arising from the Government's support of the Commission of Audit's recommendations, the Premier requested the Public Service Commissioner to review the NSW public sector, starting with the executive structure, and develop reform proposals to improve public sector management. There are two parts to these reforms: reform of the executive structure and reforms which will apply to the entire government sector.
The GSE Act provides a new and simpler statutory framework devoted solely to NSW Government sector employment and workforce management. The GSE Act allows employees to better understand and engage with their employment system. Its provisions will allow for devolving workforce management to agencies within a centrally defined framework. Future Department Secretaries, Executive Agency Heads and human resource leaders will be appropriately equipped to manage their respective workforces.
Overall, the Act provides the foundation of a modern and effective public sector workforce, attracting and retaining talented people who want rewarding careers and who are well-equipped to deliver the best service to the people of NSW.
Government Sector Employment Act 2013
Two important areas of reform directly affecting staff are: changes to the executive structure of the Public Service and changes to employment arrangements and management practices which apply more generally to non-executive employees of the Public Service.

Government Sector Employment Legislation Amendment Bill 2013
The Government on Wednesday, 23 October 2013 introduced the Government Sector Employment Legislation Amendment Bill 2013 into Parliament. The objects of the Bill are:
(a) to align employment arrangements for senior executives in the NSW Health Service, the NSW Police Force and the Transport Services of NSW (and for certain statutory officers currently employed under senior executive service arrangements) with the new employment arrangements for senior executives in the Public Service under the Government Sector Employment Act 2013,
(b) to align employment arrangements for non-executive employees of the NSW Police Force who are not police officers with the new employment arrangements for non-executive employees of the Public Service under that Act,
(c) to amend the Act to make further provisions with respect to misconduct and other matters,
(d) to make amendments to other Acts consequent on the enactment of that Act.
